Indian role in Uyghurs-Hans violence

Afshain Afzal
The tragic incident of violence in Urumqi that caused more than 184 deaths and over 1000 injuries is being termed as communal riots. Government released figures indicated 184 dead and more than 1,000 injured while rioters burnt 261 vehicles, including 190 buses, 10 taxis, two police cars and over 200 shops and homes were destroyed. Uyghur exile groups claimed that up to 800 people have died in the violence, many of them Uyghurs shot or beaten to death by police. Initial reports indicate that it was a conspiracy to flare-up Chinese government against Muslim Uyhgur community. Muslim Uyhgur and Han are living with complete harmony since centuries. There were only minor incidents that took place in the past and those too can be counted on fingers. The question arises, why all of a sudden atmosphere was intentionally created which resulted in mass killings. The riots erupted following a recent protest against the government’s handling of a clash between Han Chinese and Uyghur workers at a toy factory in Shaoguan city in southern China’s Guangdong Province on June 26, 2009, where two Uyghur workers were killed. Nur Bekri, Chairman of the Xinjiang regional government, said the Uyghur Congress had called on its supporters to hold demonstrations over the death of two Uyghur workers in a brawl in a toy factory in Guangdong province. On Sunday evening, the protesters marched and demonstrated in the city that turned violent after the Uyghurs started beating innocent people. They also looted and vandalized several shops and public properties in some places. An official statement said, “The violence is a pre-empted and organized crime. It is instigated and directed from abroad, and carried out by outlaws in the country.” Ironically China has banned World Uyghur Congress which is led by Rebiya Kadeer. She was detained in 1999 on charges of harming national security but was released on bail in March 2005 to seek medical treatment in the US. Presently, wittingly or unwittingly, elements like Rebiya Kadeer are playing in the hands of foreign intelligence agencies. Her husband who is employee of Radio Free Asia, the Asian counterpart to Radio Free Europe/Radio Liberty in Germany is reportedly working for Central Intelligence Agency (CIA). It is an open secret that in 1985, former CIA Advisor Alptekin participated in the foundation of the Allied Committee of the People’s of East Turkistan, Tibet and Inner Mongolia. Rebiya Kadeer is carrying out CIA mission and is also receiving support from US. It is pertinent to note that a day later to the incident, thousands of Tibetan exiles assembled in Dharamsala in India for the celebrations to mark the 74th birthday of their spiritual leader the Dalai Lama, Tenzin Gyatso. Born on July 6, 1935 at Taktser Hamlet in northeastern Tibet, the Dalai Lama was recognized at the age of two as the reincarnation of the 13th Dalai Lama Thubten Gyatso. He fled Tibet after a failed uprising against Chinese rule in 1959, basing his Tibetan government-in-exile in India. He was 1989 Nobel Peace Prize winner for his non-violent campaign for democracy and freedom in his homeland. Ever since his refuge in India, he has been playing in the hands of foreign intelligence agencies to weaken China and bring democracy in Tibet as well as China. In fact, on the lines dictated by the west and India, Tenzin Gyatso has been following a policy that seeks greater autonomy for Tibetans rather than complete independence. The sole objective behind this policy is to have an access inside China as in case of complete independence, foreign influence would be impossible. A delegation of six Australian parliamentarians comprising Labour MPs Michael Danby and Melissa Parke, Liberal MP Peter Slipper, Independent Senator Nick Xenophon, and Greens Senators Scott Ludlam and Sarah Hanson-Young also attended the ceremony. Top intelligence agents from Indian intelligence agency Research and analysis Wing, Israeli Mossad and the CIA were among the chief guests. Besides representatives of the Tibetan parliament and the Tibetan cabinet, the Indian political and government official attend the celebrations. Generally it is believed that a total of 140,000 Tibetans now live in exile, over 100,000 of them are in different parts of India while over six million Tibetans live in Tibet. The question arises that why India is so much interested in giving refuge to Tibetans when Indian government is fed up from Maoist population on one hand while on the other the people around India themselves are facing extreme poverty. It has now become an open secret that India is number one enemy of China. India due to its futuristic expansionist designs has strain relations with all its neighbours. However, China has had always on the top list of adversaries in India’s foreign policy. In fact India fears that China might take back a considerable area from India, which Beijing claims that it belongs to her. If we recall, Chinese great leader Mao termed Tibet as the palm of a hand with its five fingers as Ladakh, Sikkim, Nepal, Bhutan, and North East Frontier Agency. Mao claimed that these were Chinese territories that needed to be ‘liberated.’ Due to the very reason India holds Xinjiang as its strategic northwest bordering Chinese province. Over a period of time India exercises a lot of influence in this region. The recent killing in Urumqi is one of the examples of Indian show of influence and force against China. There is no doubt that US, Italy and Israel have their roles in this plot but India is the main player. India, since 1950s is actively waging psychological warfare against China that Han Chinese have obsession to dominate other nations in their vicinity. Indian intelligence disseminated reports against China that by 1987 it poured in 75 million Han Chinese into Manchuria, 7 million in Xinjiang, 8.5 million into Inner Mongolia and 7.5 million into Tibet. Similarly it is being projected that China is militarily building itself against India by building roads up to the borders in Tibet and connecting its Sinkiang province by cutting a road through Aksai Chin. Indian intelligence agencies including Research and Analysis Wing are also secretly funding Chinese minorities, directly as well as through Tibetan dissidents. In a recent interview with The Indian Express, the Dalai Lama said that Tibetans were the first line of defence for India all along the Line of Actual Control (LAC) but this situation may completely change with the huge influx of Han Chinese all set to alter Tibet’s demographic profile. He asked New Delhi to take up the case of meaningful autonomy with Beijing as “it is ultimately a matter of safety of the 4,000-km long border from Arunachal Pradesh to Ladakh.” According to Dalai Lama, the Han Chinese make 200,000 out of Lhasa’s total population of 300,000 and the figures are constantly rising. “If Tibet becomes a land of Han Chinese, then even autonomy will be meaningless.” It is interesting to note that Urumqi with a population of 2.3 million is located 3,270 kilometers west of Beijing but India and foreign western intelligence have more influence over its people than the Chinese. As regard to the question of Tibet Dalai Lama is of the view that “Han Chinese make 200,000 out of Lhasa’s total population of 300,000 and these figures are constantly raising. If Tibet becomes a land of Han Chinese, then even autonomy will be meaningless.” Same is the reason that India and the west at this juncture are not interested in complete independence of Tibet. However, as propaganda against China certain think tanks suggest independence of Tibet. Same stands good for Xinjiang province. In fact anti-Chinese forces are bent upon creating misunderstanding between Chinese minorities and the Chinese government in order to internally weaken China.
